The most recent info on UPK 3/10/23

CDEC held Provider Office hours on Friday, March 10th. Here are the slides and the recording from the UPK provider call this morning.


The agenda included:

  • Reviewing Matches, here is the link they sent earlier this month

  • Family Review Period, March 30th - April 13th

    • Families will receive notice from BridgeCare


  • Reviewed questions asked on March 3rd at Provider Office Hours

  • Questions from the group:

    • 3 year old eligibility

    • Family eligibility

    • Edits in the application portal

      • No date has been set for providers to edit their UPK slots.

      • Families have the ability to edit their application if they applied after Feb. 24th at 5 pm. Please communicate this to families.

      • If families applied before the February 24th 5 pm deadline they are able to edit their application by working with their LCO If they meet the following criteria:

        • The program they selected is no longer available.

        • Their application was age-eligibility declined.

        • Need to change contact information.

        • They forgot to check the IEP box and/or priority points.



  • Changes to applications submitted prior to Feb. 24th will not go into effect until the second round of matching. No date has been given to date.

  • LCO's CANNOT make changes to any other part of the family applications.



Below are a few of the questions and answers during today’s office hours.

Q: When can new providers be added to the UPK process? When will current UPK providers be able to edit their UPK seats/slots?

A: A date has not been given by CDEC, but it will be before the second round of UPK matches.


Q: A family is matched to a Full Day slot and really need Half Day after we talked to them. What can we do to fix this?

A: Providers can’t do anything. When the family is notified of the match on March 30th the family can decline the match. If they do, the student’s status at that program will be changed to decline and the student will not be able to be matched with that program again. The student’s remaining choices will be considered in the next Matching process. If a student declines their placement from round 1, they will have to wait all the way until the round 2 publish date to see their new match. No date has been on when that will be. There is no guarantee that families will get a spot their other choices in subsequent rounds.


Q: Can families edit their application?

A: Depends on when they applied.

  • Families who applied after Feb. 24th at 5 pm can go into their UPK portal and make the changes themselves. Please communicate this to families.

  • Families who applied before Feb. 24th can work with us as your LCO if they meet the following criteria:

    • The program they selected is no longer available.

    • Their application was age eligibility declined.

    • Need to change contact information.

Q: Who is responsible for verifying birthdates?

A: Providers are responsible for verifying birthdates, they can follow their individual procedures. *Immunization records have the child’s DOB too.


Q: As a provider do I need to verify family income?

A: No, CDEC will verify the income. A vendor will be hired to create this process.


Q: What happens if a child with an IEP is not matched?

A: CDEC is working to notify families of children with IEPs if they didn’t match with any provider to help them make a new selection.


Dates to know:

March 1st - March 29th: Provider matching/review period

March 30th - April 13th: Parent accept/decline period
