JBC Decisions on 3 issues

Transferring funds out of the UPK budget to the LCO's to help support them get children into the right schools. Currently getting $3.5 M. JBC says they will need at least $1M. (Already appropriated, just being moved.) APPROVED.


TYPO ON THIS PAGE////Only funding existing staff with the recommendation. $36M in ARPA funds swapping so that they don't lose the federal dollars. Why can't they use those funds for this function? Those dollars are already accounted for for other purposes. That's $36M in funding that they will not have next year....the Department will look different FY 2025. Within the swap...swapping already allocated funds, would have been recaptured if not.


These funds will be spent by the end of this fiscal year so they will not be swapped.

Whew!! Budgeting is certainly complicated on this level!!

R4 APPROVED for $1,952,772 with Kirkmeyer objecting.


ECC provider rate like funding increase (not adding them to the category for increases all the time with other community providers).

R6 - Requested $3,977,624 - Pilot program that serves only 4 communities, although proven results. Can't afford to scale up right now. Every $1 spent = $3 saved to the state. Reduce by $1.5M? Maybe flag it for funding it. If don't have to cut provider rates then fund this but don't fund it ....pay provider rates first. No eastern plains or Southern Colorado funded through this initiative.
