The Enabling Legislation
SB24-002 β€” A Game-Changer for Private Child Care

Signed into law on March 15, 2024, Colorado Senate Bill 24-002 authorizes county commissioners and municipalities to establish property tax credit and rebate programs specifically benefiting child care providers. For the first time, local governments can directly offset the property tax burden on private child care businesses β€” one of the most significant cost drivers in your operations.

πŸ›οΈ
County Authority
County commissioners can vote to create property tax incentive programs without a ballot measure.
πŸ’°
Direct Property Relief
Eligible providers can receive 50–100% rebates on the county portion of their annual property taxes.
πŸ‘Ά
Infant/Toddler Priority
Programs serving infants and toddlers β€” the most expensive care to provide β€” qualify for the highest rebate tier.
πŸ”‘
Private Provider Eligible
Licensed private child care facilities are the primary intended beneficiary β€” not just public programs.
