CCCAP - 5 State Freeze Update

Given the number of media calls we've received I thought we should send out an additional update with some quick links for you.

CDEC does weekly draw downs on the federal CCDF funds that pay for CCCAP.  They have submitted this weeks request and have been notified that it is "under review".  CDEC will let us know when those funds are deposited.  

CO general funds for CCCAP are usually completely expended by December/January each fiscal year.  By the end of January, if federal funds are still not deposited there will be no more CCCAP funds unless JBC were to call an emergency meeting a provide bridge funding until the issue is fully resolved with the feds.  That could be a possibility if needed, if JBC is willing.

No one wants to see families or programs suffer.  The question that keeps coming up is, "Is this politically motivated?"  Let's face it, anger and politics don't mix well.  It is our expectation that the feds will see the protections that CO has in place for the CCCAP program and will release funds.  If they don't, we will need your help.  We aren't there yet.....we will ring the alarm if it's needed.  We wanted to tell you that directly because advocacy organizations are starting to sound the alarm and frankly, it's too early for that and may be disruptive to the process.  If there is any evidence of political push back on Colorado through CCCAP we will let you know immediately and we will take action.

Senator Brights CCCAP solutions bill is here.  It's SB26-180 .  The bill will provide stabilizing funding in the future but it will take some time before a draw of funds can come.  That does not provide immediate support for CCCAP providers.  It will be in Senate Finance on Thursday, and ECEA will be there to provide testimony.
