ECEA Wins to Share!

Win #1

CDEC is continuing to implement our ask in last years White Paper, The Breaking of an Industry, to centralize licensing functions at the state!

We just met with the CDEC Leadership team and Carin Rosa shared:

  • Red Rocks is done providing licensing services at the end of 2025.
  • Child Care Innovations will assume the responsibilities for licensing inspections for Jeffco, Gilpin and Clear Creek Counties.
  • Jeffco, Gilpin and Clear Creek will go up for bid for next fiscal year.
  • CDEC is going to end the Mesa Contract
  • Goodwill will end their contract at the end of this fiscal year.   CDEC will assume those inspections in July.
  • The department has a 5 year time frame to move all licensing functions internal to the department.  

 

Consolidating as listed above accounts for a CDEC savings of nearly HALF A MILLION Dollars!!!  The restructuring that has taken place with these changes enables them to save money.  Going forward for the remaining contracts, there will likely be some appropriation required but hopefully it will be cost shifting (from contract funding to departmental funding for licensing).

CDEC will send out a clarifying email about their moving paperwork reviews to PDIS before they come out for your inspection.  We told them that their email  read like you are REQUIRED to fill out the staff form and send it to your specialists in advance of the inspections.  That is NOT the case.  You just need to make sure your staff documents are in PDIS.  If they are not....they will have to do the manual review when on site!  Keep in mind that children's and health records still have to be reviewed on site during their annual inspection of your facility but it won't take nearly as long as it did previously!  The form that they sent you was only intended to be a resource to help you!  They do want you to fill out the Staff name/position/and assigned classroom so that they don't have to figure out who is working where.  That won't take much time and will shorten your inspections!  We've saved a copy for you here:  https://drive.google.com/file/d/1SeIT84ukrSAaHGjYU19QKxzb5zAFjzlJ/view?usp=sharing


Another Advocacy Point

We've asked CDEC to include in their new contracts that all level 3, 4, and 5 providers can be auto-renewed.  They were very open to the recommendation and will have conversations around that TODAY.  If you are a level 3 or lower this year, CDEC is going to ask legal if they can modify that point  effective immediately.  We will keep you posted!
