A Win on UPK Ratios, and What Comes Next

We have good news to share. CDEC has agreed to run an emergency rule this summer that changes how the UPK ratio decreases are applied. Going forward, the lower ratios will only apply to programs rated level 1-2. CDEC is choosing to honor level 3-5 programs as high quality and let them keep their current ratios. This protects a lot of you and the way you have built your business.  Even if your numbers are not there....you will be able to benefit if they ever are and that matters financially.  Anyone that wants to maintain lower ratios can do so, it's just not appropriate for the state to force everyone into that approach.

ECEA is not stopping there. We have asked CDEC to give level 1-2 programs a path to keep their ratios too. Under our request, a level 1-2 program could sign a letter of intent to reach a provisional level 3 before the end of the calendar year, and keep its current ratios while it works toward that rating. CDEC is discussing this option now.

What this means for you: if your program is rated level 1-2, watch this space. We will know more soon, and we want you ready to act the moment a path opens. This is one more example of ECEA working to protect the revenue and the ratios your business depends on.

The Colorado Primary Is Tuesday. Show Up.

The Colorado Primary is next Tuesday. Turnout for this part of the cycle is almost always low, and that is exactly why it matters. The primary decides who appears on your ballot in November. It is a numbers game. The people who show up get what they want.

Do not get out-numbered. Whatever your position, this is the moment to use your voice. A small group of voters should not decide the choices the rest of us live with.

To help you vote your values, ECEA has posted the Gubernatorial debates and a "vote your values" quiz here: https://www.coloradoecea.org/industry-voter-guides

7/31/26 Insider's Edge - ECEA Members Only - Advocay Position
New funding is coming, statewide and locally. Whether it comes from a progressive tax, a sales tax, a lodging tax, or a special district, the dollars can strengthen private programs or quietly replace them. The difference is design. Before ECEA supports any funding initiative, we look for a specific set of requirements to be built in, and they matter in a specific order: level the playing fiel...
